UNC TARS and Teacher Preparation One important component of the NC SIP II project is the dedication to continue working with the institutes of higher education (IHEs) in North Carolina to expand and improve their teacher education programs. A major component of the continuation of the NC SIP II project is the UNC Technical Assistance and Resource System (UNC TARS). A primary role of the UNC TARS project involves the systematic delivery of technical assistance and resources to teacher education programs for the preparation of teachers of students with disabilities.
